Dim bulb

I grew up on a farm raising cattle. This animal wasn't the least bit aggressive, just frightened. Should have got a 12 year old kid from a dairy farm to control the situation. I was going to write something pretty mean but thought better of it. Still concerns me this dim bulb is allowed to carry a gun.
 
Ok my takes

- From just what we can see in the video (and not what people say as the only proof is the video) the cow was scared and running.

- If the cow had been out for hours then why wouldn't the cops call a vet or someone that had tranquilizers? Am I to assume there is no animal control in Canada?

- If the cops knew they were going to have to put it down, but didn't know how then why wouldn't they get ahold of someone who did.

- Will a 9mm stop a bear? I will say 99.99% of the time it will not. You may get just the right shot off and somehow the bullet goes into the brain then yeah. But the odds are slim to none.

- If I am walking in the woods and I have a handgun, and a bear was to charge me. Yes I would shoot it. Will I stop it...No, but maybe I can get it to rethink what it is doing.
