The good thing is that the tools he's using, with the exception of that mill, are not outlandishly expensive for a hobbyist woodworker. You don't need production-level machinery to work on small pieces like this. Obviously the tricky part is drilling and counterboring the screw holes properly, but it can definitely be done with a drill press, steady eye, and lots of practice.
