If you only had $400 for ccw...

I carry a keltec P11. I own alot of more expensive guns, but the keltec suits me best. Just because it's affordable doesn't mean it's worse.

If it was all about the price, a gold plated lorcin would be among the best carry guns you could own...
 
If it's my only pistol, then the Ruger SR9c, because it's also fun to shoot at the range. If not, then I'd also consider a Ruger LCR - very reliable, but not as comfortable to practice with. The former is my wife's favorite gun, and the latter is my current BUG.

The Bersa Thunder 380 is a good choice, but I'd try a Bersa in 9mm; still in your price range, and ammo is a lot easier to find and cheaper.
 
For SD / CCW, I'd suggest a S&W Airweight or a Ruger SP101. Reliable, easy to conceal and it's hard to beat a .38 / .357 as a self defense round.

You'll also need to budget for a holster, a decent belt, speedloaders or extra magazines, and ammo.

I would suggest a Smith & Wesson 438/638, or a 442/642.

They conceal well.
They are light weight, and will pocket carry just fine.
They are also holster friendly for OWB carry. I carry mine in a Lobo Model 1 Pancake a lot.
It will shoot 38 Special +P for self defense.
The 38 revolver will shoot lite practice ammo, +P, Shot shells, etc with out a hick up.
They normally have a better trigger than most small semi auto's.
Normally more accurate than small semi autos of the same size range.
They do not depreciate much at all.
Good selection of holsters.
Proven design, with a great track record.

Whats not to love.

Smith Model 6906: a reliable, concealable, well-made pistol that CDNN was selling for $329.00 in "good to very good" condition (police trade-ins, I presume).
 
Buy a Glock 33, .357 Sig., with night sights and spare mag.

And for only $380, tax included.

How do I know?

Hahaha, just bought one. Latest finish to (but not a Gen. 4.) And the mags have Pearce floor plates. And shot very very little.

Amazed at some of the guns I find at pawn shops!

NIB Ruger SR9c. Two magazines; one 10 round (with finger grip and flat floor plates) and one 17 round (with slip-on extension grip adapter). The 17 round mag with the grip extension gives it the feel of a full sized pistol. A good shooting, reliable, easily concealed pistol (for a compact), and a very good value IMO.
 
CW9 or LCP. Only two CC guns in this price range I would consider.



Oh wait, you may could find a good used CC glock... maybe.

I've never shot the LC9, but if it's anything like the LCP it's a winner. Mine has been flawless from day one.
 
Used Glock 23.
Because, the 23 is the cheapest easiest to find used Glock. I shoot Glocks the best and they have been completely reliable for me.
 
Bersa Thunder 9. I have three, 2 compact and 1 fullsize. The fullsize has over 5K through it with no malfs. Both compacts have over 1K through each with no malfs, one is in my carry rotation.
