Jim K- Your first part of your statement is correct Maryland is a 2 plate state. However the front plate hasn't a registration stickers as the rear plate does. So in Maryland it does little good to steal a front plate to use on the back. Matter of fact every year the legislature tries to get Maryland to be 1 plate state, but it hasn't passed yet.
When I was on the street as a young cop front plate was my favorite stop. Why, because as a rookie cop we weren't allowed to be trained in radar or VASCAR. This made it rather hard to fill your quota without the use of these aids so the easiest was front tag violation.
