And those officers are their equivalent of our "patrol" officers
They don't handle traffic, domestic disputes, noise complaints, or the vast majority of calls patrol officers in my area are dispatched to handle. They just stand around banks and terrorism targets. More like the "Hercules Teams" NY deploys to places like Wall Street and other tourist attractions.
 
And I can recall a time when we used to train our officers to stand behind their car door as a barricade. The other day I saw a demonstration wherein a .32 was used to shoot into a car door. All rounds cut right thru. Three of the five rounds fired went thru and thru. Now I cringe looking back.

The folks who have the duties you describe (the folks standing in the intersection directing traffic, taking traffic crash reports, writing parking tickets, handling noise complaints, handling loose dog complaints, citing folks for not cutting their grass, etc., etc.....) would be considered "CSA (Community Service Aides)" or "Code Enforcement" in most places here in the US. They are employed by the police department, but aren't police officers and don't have guns at all.

Bottom line is bring enough gun to win the fight.
 
Dog catchers in our area are issued pistols (Smith & Wesson Model 4506, the last I saw). Dogs around here get pretty big. :)
 
To go back to an earlier point, I don't feel that 45acp has noticeably more recoil than 9mm. Admittedly I am a very large person, and I've never fired a 45 pistol that was very small.

If I go to the range with my 1911's in 9mm, 40, and 45, they all feel just kinda "meh" recoil-wise. If I want my hand to stand up and take notice I shoot 44 magnum, or a handgun so small that I can't grip it properly.
