All this quibbling over who is or isn't responsible misses the point because it ignores the definition of "RESPONSIBLE" in present-day political parlance. Being "responsible" means nothing more nor less than throwing billions of taxpayers' dollars at whatever the problem du jour happens to be. So when Bush says "I am responsible," the translation into outside-the-beltway English is, "I am your sugar daddy."
