which inexpensive handgun should I get next?

the existing collection consists of a springfield range officer, springfield xdm, Ruger SR9C, Ruger 9E, Canik TP9SF, S&W M&P(which I am getting rid of), Springfield XD-S and a Ruger 22/45.
 
I'd dump every one of those except the Range Officer and the Ruger 22/45 and maybe look at a 45ACP or .357Smith. The rest are just all the same plastic, aren't they?
 
I wouldn't move out on a sub $400.00 9mm service pistol until I had a chance to first check out a new Walther Creed.
 
Use that $400 as lay-away and find a REAL good handgun.
$$$$$ is not always the measure of the value of a firearm. There are some REAL good guns in that price range. I have even found some of the cheapest guns, most maligned by gun snobs, to be quite adequate for the purpose I bought them.

Some owners have complained about the feed ramp loosening...the barrel is in 3 pieces. The good news is if you experience that, Walther will send a new Creed barrel at no cost to you, which has been upgraded to address that problem.
I've had a PPX for a couple of months now, purchased from CDNN. It's built like a tank with a really sweet trigger...and very accurate.

I bought most of my accumulation used, & - like the OP - I like to accumulate both mainstream handguns and oddballs. From what I have can I suggest:

Kel Tec P-11: since you've ruled out the SKKY, you probably aren't interested in this since the SKKY copied it. The lightest double stack 9mm available.
Diamondback DB9: its as small as you can go (without spending lots of $) for a 9mm, it's reliability is questionable for EDC, and it's recoil is harsh
S&W SD9VE: probably the best value for the money; unappreciated, reliable, but since you're getting rid of you M&P you might not be interested
Ruger LC9: not sure if the LC9s falls under $400, but a reliable single stack 9mm
SAR B6Pc: a very nice polymer CZ75 clone; da trigger isn't quite as light as my CZ75's but it's OK. It's my vehicle gun.
S&W Shield: not sure if you can get a new one for $400; another reliable "almost" single stack 9mm
Zastava M70A: quirky Russian design, very thin, decent SA trigger, build quality varies from gun to gun.
Stoeger Cougar: rotating barrel design is neat, solid, well built, reliable
SIG P250: since SIG has discontinued it, you would likely have to buy used or the end of the new stock - an unloved DAO model that has a very smooth trigger.
 
I tend to get burned more often than not when buying used guns. there's always big issues that I find after getting it home that I never seem to notice when handling them and even worse so when I buy online which aren't shown in the pictures. it also seems like most people anymore want new prices for used guns so I figure I might as well just buy new. I also have a method I've been following when look at the cheap guns, used guns mess with my "process".

I have had the opposite experience, and as a result every gun I have bought has been a) used, and b) under your price point.

I've landed a few name guns in this way, including a Beretta 92FS and a CZ 75. Both have been great.

Ok, so, NEW ONLY...
another used :) purchase I made was a Turkish 1911, a VG condition Tisas. This ran me under $300, and I'm very impressed with the quality for that price. I see these run new right around $400, it might be something to look into.

Based on the Tisas, I think the Turks make very good guns for the price. I'd explore their offerings.
 
No to the full size Diamonback.

I tried 3 or 4 of their DB9s. I would not trust the company for crap. Loading the gun put light strikes on primers on all my guns. Scariest possible situation for a gun owner.
 
PSA had Glock 23 on sale for $400 and free shipping recently. I expect to see again this week or in January.

This week I see Glock 19 with 20 pmags. Sell the 20 Pmags locally for $12 ea or keep 2 of those and sell 18 Pmags and 2 Glock mags.
$549-$216-$50=$283 Glock 19 + transfer fee.
