What about (fake) blood tossing?

On somebody: assault, and battery, not speach.
On somebody's stuff: vandalism.
On somebody's dirt: trespass.

If someone really wanted to, they could build an exact duplicate of a national monument and deface it any way they like. Freedom of expression without wrecking someone else's property.

In addition to some jail time I think that that is appropriate for crimes against property

Pretty much. There are already crimes on the book to deal with it. By the look of it some people think it compares to throwing tea in Boston Harbor.
