Why are you considering those 2 guns? If you have friends looking to sell them or if they are available at a local dealer that goes along way (getting a chance to test them out). I have no experience with either.
One observation for you. Pistol price is a small fraction of the hobby. If you get hooked, (and we all do) you can spend alot more on ammo (and pistolsmithing and accessories) than on the gun.
Let me pose another alternative, a web purchase. Shipping will add $, as will the FFL fee on your end (unless you know someone). You still may be better off.
Aimsurplus has some interesting pistols that might fit your budget. I have a new CZ83 (bought last week from local dealer for $210) and this site has used ones. Solid gun, .380 isn't cheap unless you purchase from the web though. You can buy half a case (500 rds) from midway-usa for $50. Can't speak to the quality of the pistol, but the star 9mm would allow you to pickup 9mm from wally world for $11/100. You can do a search on CZ-70 to see experiences, but hard to imagine that it's not worth the $60 price tag since it has the CZ name on it.
I have assumed recreational shooting, not self defense when suggesting these alternatives, and would give different advice if you plan otherwise.
Can also agree wholeheartedly with the advice on the Makarov's. Have to disagree with the .22 advice. Compare your experiences with rifles there. If shooting a .22 is as fun as shooting your varmit gun, then you may want to go that route. I find the experience to be completely different. I love my .22 and it has taught me alot, but it's no replacement for my other pistols. I guess you could buy a .22, shoot a bunch and learn for real cheap, and sell it to finance a bigger caliber pistol later though.....
