Don' t really need a directed 'conspiracy' to have these problems arise.
Sometimes more a matter of small offices, and small people, who attempt to consolidate their influence, or attempt to pursue their given agenda without thought of further effects. So what we get, is a thousand idiotic contributions, unintentionally developing into a gestalt trivial authoritarianism.
And we're close to getting there, as the continual development of stupid ideas like the one which this thread alluded to-makes very clear.
And its not soley a big city phenomenon, up here in NE Montana, some of these little towns are little more than enclaves of petty fuedalism. One of the reasons the economy is dying here...no one wants to come here, and those that pass through are subject to constant exercise of trivial authorities. A good example of the unintended cumulative effect that I was alluding to...
And police work should be left, as noted to the people paid to do it. The vex is, keeping them away from being literal 'tools" for the trivial fuedalists. Here in this part of Montana, some murders are literally not investigated, the crank routes continue on...but somehow resources can be diverted to little more than self referential revenue collection.
This gestalt authoritatianism, and its baleful effects, can't be escaped even in a place like NE Montana.
