As others have pointed out, you may want to consider a pelvis shot in two situations:
1) the bad guy has a contact weapon. Even if you hit the bad guy in the heart, he may still have 10-15 seconds of conciousness before he goes out (permanently). At most self defense distances, that's more than enough time for him to reach you.
2) you have shot twice to the center of mass and he's still coming. He might have body armor. Most body armor does not cover the pelvic region. The head is smaller and more mobile than the pelvis, and is thus easier to hit.
