The devious Russian government conspiracy was so successful that it even fooled the Chechens. Shamil Basayev has taken responsibility for the two airline bombings, as well as the school massacre.

Basayev also confirmed Russian suspicions that his group had masterminded suicide bomb blasts that brought down two passenger planes over Russia on August 24 with the deaths of 90 people and two other bomb attacks in Moscow.

Tamara: Shamil already claimed responsibility for every act of terror in Russian history. That's what people in his profession do - claim responsiblity for stuff.
 
Shamil may be an intel asset like so many "terrorist" leaders seem to be. And as far as claiming responsibility, there have been numerous past incidents worldwide that have been claimed by more than one group.
