Ruger didn't start making their own barrels until the early 1990's. Prior to that they purchased them from various builders. Quality depended on who made the individual barrel. Accuracy on the early Rugers varied from acceptable at best to horrible. Sounds like you got a bad one.
You can throw money at it, but in 2017 there are simply too many options that will shoot great right out of the box.
