reccomend some sub $400 guns

If you want something for general tinfoil hat predaredness, then you need one (or all three) of the following:

12ga Shotgun
AK or AR variant Rifle
9mm or large caliber Handgun

I would suggest in your price rang the following:

Remington 870
TGI AMD-64
Used quality semi-auto in 9mm

For a nice used pistol, that would more than likely be highly reliable and accurate, I would check out the Smith 6906 that CDNN has for $329.99 or the 5906 for $299.99 if 9mm Makarov is an option, they also have CZ 82's for $179.99 among many other options at very reasonable prices. You can check them out, as someone else already mentioned at http://www.cdnninvestments.com.

It does not sound like this issue is settled quite yet so I'd like to offer my experience. I had a ruger p95dc that was a terrible pistol. It would never feed correctly and no one could figure it out. Should have sent it back to ruger but I was out of patience so I traded it in on a glock 26 and have never missed it.
www.Summitgunbroker.com has good deals on both new & used glocks but you will have to be johnny on the spot as his used offerings tend to go fast

wow,I think I may bite on some of the suggestions here
That CZ75 used deal looks great,I may bite .,,,

But IMO,looking for a new 9MM you cant beat a
SR9......

no this guy is wishy washy when it comes to buying a gun. he says its because he lives in a studio apt and he has no where to keep it safe. he has 800 rounds of 9mm that he shoots through his brothers and my guns and wants to buy more rounds anytime they are cheap  in the time that he has been "thinking" of buying a gun i have bought 4. when we went shopping last week i kept asking him - you gonna get something and he had no response, i really dont think he'll ever buy one.

If you're going to have one gun, it should be simple, robust and reliable. J&G is selling Bulgarian Makarovs for $229.00.

The Ruger P95 comes with two magazines for under $350.00, including transfer/tax. Your friend already has 700 rounds of 9mm ammo. Now all he needs is a decent holster; $50.00 should cover that.

Anyone that's a big fan of SIG's would LOVE the Zastava 'EZ9'(formerly known as the CZ99). You can find them nib for 300-350 and the reliability, accuracy and overall quality is right up there with SIG. I have the 'carry/ported' model and can double and triple tap with it much faster than with my Berettas or CZ75.
