reccomend some sub $400 guns

If your friend really like's the SIG P6, they turn up on GunBroker in the $400 range. With some patience he should be able to get one for his price.

For 9mm I'd also look at the CZ75s - Czech Police trade-ins on Gunsamerica.com ($300-$350) from Roberston Trading Post, and from Birmingham Pistol Wholesale:
http://www.birminghampistol.com/product/cz-75-9mm-surplus/

Other ideas:
Tokarev in 9mm or 7.62x25
Makarov in 9x18
CZ-82 in 9x18mm
Smith and Wesson Model 64 Police trade-in for about $300
You can find most of the above at JG Sales: http://www.jgsales.com/index.php

I have the S&W 64 from JG - It's a great gun in perfect usable shape.

Otherwise, as someone mentioned above, I'd recommend a Ruger P89 or other P-series 9mm.

Something for the coming difficulties? Glenn Dee, do you know something you'd like to share?

I do know from a friend who was in Egypt during their recent "difficulties" - that nobody who had a gun was complaining about what KIND of gun it was.

It was a gun, and that was enough.

How about a Stoeger Cougar. It can be had in 9mm, .40 S&W, and
.45acp. Cost at Academy Sports is $399. Great gun for the money.

LoL, All very good suggestions but from what you originally posted it looks like he has already shot a good selection of hand guns. Why not pick his favorite from what he is already familiar with and shot?

OK, I'm a little late to this party, but the following guns are very nice and will leave plenty of money left in the $400 budget:
  • Glock 17/19 LE trade-in; there's nothing functionally wrong with the 1st-gen and 2nd-gen guns if you can deal with the ergonomics, or lack thereof ;)
  • S&W SW99 LE trade-in; this is essentially a restyled and rebadged Walther P99, but it's available much cheaper than that gun because most people don't realize this :)
  • S&W Sigma SW9VE if he can live with the trigger ;)
I heartily endorse Cossack's recommendation to look for a S&W 3rd-gen metal frame pistol. These guns are all-metal and tremendously sturdy; they're like SIGs, but are available much cheaper right now. :D

If I wanted a do it all handgun for under $400, it would have to be my 4" barrel Ruger Police Service Six .357 Magnum.

Why?

Versatility. I can shoot anything from 180 hardcast semi wadcuttter .357s for hunting just about any game animal in N. America all the way down to .38 shot shells. I can even shoot wax bullets (with just a primer, no powder) for super cheap practice. The 4" barrel is a good all around size for home protection, carry (I'm carrying mine IWB as I type this), hunting, plinking, etc.

In short, it's a very nice, durable, reliable, powerful, accurate all around gun for high $200s to low $300s. I paid $274 for mine a few years ago.

Only problem you may run into is finding a used one, as Ruger stopped making them in the late 80s.

I'd suggest he look at the Ruger SR9c. I think it has a great double stack grip; and I like the trigger, also. Good luck!

we went shopping yesterday and really didn't see anything under $400, no p95's. the only thing that caught his eye was a p250 for $429, grip felt a little thick to me. prices are really high here in california, im looking for an lcr for myself and $489 was the cheapest. the same gun is $389 online.

Look into Sigpro sp2022. Normally 399.99 or less if you gunbroker auction

He is right, it is a go to gun. If you like Sig this take back seat to not only no other Sigs, matches up equally with HK and better than FN (I have shot or handled both).

reliability is flawless (most owners report that as do I)

Under $400 (or go a bit higher and get night sights which are very good)

Very high quality, matches the reputation Sig has, it is as good as the alloy or steel models and some feel the DA/SA trigger is better (certainly at least as good) as the short restrike trigger mod or option.

I am seriously thinking about a 2nd one.

It has the Sig lifetime warranty and a nice plus is made in the USA.

I was the winning bidder on a clean as a pin 4" HB 64-1 Smith & Wesson 38 Special for $369.99 a few minutes ago. With Shipping and Transfer Fee it will total $412.49.

I thought that was reasonable for a S&W Revolver in better than 97% condition, and with only 2 boxes of shells through it in its one owner life.
We put that many rounds through my 64-2 this afternoon at the range.

GB had a few Police trade in 65's that will go in that range also, just not as clean.

I see a lot of used glocks and M&P's for 400 or less pretty often. That would be my first choice.

I also wouldnt be afraid to buy a bersa .380, 9mm, or .45.

Sig 2022, I just got one in 9mm and it shoots wonderful right out of box. Zero issues so far with 200+ rounds of mixed 9mm ammo, some was relode some hollow point. There will probably be sales in jan again on this gun, got it for $380 at academy outdoors.

I just bought a Taurus...........

I bought a Taurus model 605, 357 mag. for $339 + tax, last week. It's well worth the money. I tested it over the weekend, with .357's & 38 specials. It's a handy little gun. Good the throw in the console of my truck, if I happen not to be packing. Or, for my DSW if she's along on a trip.
