Yep. The government issued letters of Marque to allow privately owned warships to seize property (usually other ships) from other nations. Some examples found via google:

Makes me think of Mike Dillon's plane...

Rumor has it that he has the only privately owned, armed aircraft in america. He manufactures miniguns and I hear he tests them in the desert on this aircraft. Never seen it, but sounds cool.
