The reciprocity argument revolves around whether the law would force states to accept the least restriction permits or force states to use the most restrictions in terms of training requirements.
In today's world, some states don't accept easy to get permits as their requirements are more stringent. If you start writing universal permits, there would be a push for real tough standards.
What level of universal requirements would be acceptable.
Again, I was talking about the general principles. Not picking on anybody in particular.
