About CO CCW, I think its up to the individual sheriff whether to issue to an out-of-county resident. A few years back, the El Paso county sheriff was issuing to all comers. After a lot of heat from the media and, I'm guessing, the democratic governor, he backed off. Many, like the Jefferson Country sheriff , issue very few CCW permits. Most that do issue, restrict it to those who live in the county or who, like the Larimer Country sheriff, own a business in the county and receive mail in their name at the business. Luckily, I live in Boulder County where the sheriff is pretty good about issuing permits for "lawful self protection" if you have proof of training and pass a background check and interview. I've heard he's clamped down since Columbine but still issues more freely than most. I guess I'll find out since I just finished the training and plan to apply soon.
One thing everyone should keep in mind is that its illegal to carry a firearm in a National Park concealed or not, permit or not. I think Billy Boy is trying to expand that to National Forests although I'm not sure if he's been successful. I wouldn't be surprised to see him attempt to expand it to all Federal land (our land!) as part of his "legacy".
