Errant Flight Prompts Capitol Evacuations

A cessna 150 with two people is quite simply not going to get off the ground if it is loaded with anything extra at all. I was going to take my dad flying but had to go with substantially less fuel because the plane will simply not carry more.

So, a smaller amount of explosive or payload makes it less of a genuine threat how? And they knew there were two people on board (versus a GPS guidance system that's rather easy to make) prior to the aircraft landing how?

It's also not just an issue of their making a mistake. When given specific instructions, they refused to return contact and then refused those instructions. I'm no pilot, but I would presume willful refusal to follow an ATC instruction is grounds for punishment by the FAA.
 
The FAA should pull the licensed pilot instructors ticket and not issue a license to the student pilot.
I agree with you regarding the instructor, but I don't think the student should be penalized. The instructor should have known better, and should have pointed out any intrusion into restricted airspace to the student before it happened, or taken over the controls and gotten out of the restricted space if it did happen.

If guns wern't illegal in DC we could just make it legal to shoot at any aircraft that are inside the no fly zone. Have an aircraft hunting lisense.
Issue everyone in DC a .50BMG, because, as everyone knows, these weapons are perfect for shooting down planes!

They screwed up, but as I understand it were never contacted. When flying VFR, you are not required to talk to anyone at all, you don't even need a radio. Assuming they did have one, just flying around they would not be on any specific frequency, and they would never realize that anyone would try to contact them. They can't refuse what they never recieved.
 
Maybe they were blind and deaf. Something was going on. I would think a Blackhawk escorting the plane might be seen. Two fighter jets suddenly flying around would get my attention. The shooting of the first flare would make me need a change of underwear. Facts just don't work out to match the pilot/students story. I believe the Blackhawk should have been greenlighted for shootdown before the NG fighters even got in the air.
 
Our local news reported today that the FAA canceled the pilot's license of the senior/instructor pilot. The news report said nothing about any action taken regarding the student. Confidence factor in news report: 3 (on a scale of 1-10 with 10 being highest).

The pilot who caused a midday panic in Washington on Wednesday failed to get briefings about the weather and restricted airspace and became lost minutes after leaving a Pennsylvania airport, Federal Aviation Administration records show.

Hayden "Jim" Sheaffer, 69, froze when he saw a Black Hawk helicopter appear near his right wing while flying toward the White House and had difficulty operating his small, single-engine aircraft, officials said yesterday. It took the valiant effort of Sheaffer's student-pilot companion, Troy D. Martin, who had only 30 logged hours of flight time, to take over the controls and land the plane at an airport in Frederick, officials said.

The FAA plans to take the most extreme action against a pilot since new airspace rules were put in place in 2003 and will revoke Sheaffer's pilot certificate, according to aviation officials who spoke on condition of anonymity because the order had not been finalized. The FAA does not plan to take similar action against Martin, 36, because he is a student pilot and does not have a pilot certificate, sources said.

New details are emerging about what took place in the cockpit of the Cessna 150 during the noontime drama that led to the evacuation of more than 35,000 people from the U.S. Capitol, White House and Supreme Court. A log prepared by federal security officials shows how tensions escalated to the point where a fighter jet was "about to use missiles" to shoot the plane down.
If Sheaffer plans to fly again, he will have to start over with flight school lessons. Those lessons cannot begin until a year after the revocation order. "Our investigation is ongoing," FAA spokesman Greg Martin said. "It's clearly a very serious incident that warrants careful and thorough review of all pertinent information."

Sheaffer and Troy Martin have been unavailable to comment since federal authorities released them Wednesday. They were forced down about 90 minutes after they took off from an airport in Smoketown, Pa., near Lancaster, headed for an air show in Lumberton, N.C.

Some neighbors said they were mystified about the whereabouts of the two men and their families. At the Sheaffer home in Warwick Township, Pa., no one answered the door or telephone. About 10 miles away, at Martin's residence in Akron, Pa., a note on the door asked reporters to go away. No one answered the door or phone there, either. A next-door neighbor, Cindy Hamill, said of the Martins: "This family's in crisis."

The FAA is planning to cite Sheaffer for "careless or reckless manner so as to endanger the life or property of another," records obtained by The Washington Post show. Sheaffer can appeal the revocation with the National Transportation Safety Board.

Within hours of the scare, authorities said that the pilots were lost and disoriented. But the account provided in FAA documents casts Martin in a different light.

"It shows a tremendous presence of mind to be able to take the training he had and, under a very stressful situation, to bring that aircraft to Frederick," said Chris Dancy, spokesman for the Aircraft Owners and Pilots Association, a group representing private pilots.

Dancy said Martin was probably about halfway through his student training, as most student pilots take about 60 to 75 hours to earn their certificate. Dancy said he would not expect the FAA to discipline Martin because Sheaffer was the only certified pilot onboard and therefore had responsibility for the aircraft.

"But it would not be surprising if, when it comes time, [Martin] will have a very thorough check ride" when he completes his pilot training, Dancy said.
FAA records indicate that Sheaffer failed to take the most basic steps that are required of pilots before operating an aircraft. He did not check the weather report before he left Smoketown, nor did he check FAA's "Notices to Airmen," which serve as the agency's pre-departure required reading for pilots to alert them of airspace restrictions. Had Sheaffer checked the notices, he would have seen that there is a 2,000-square-mile area around Washington known as the Air Defense Identification Zone.

Sheaffer became lost soon after departure, records show. The documents show that he also failed to communicate with the FAA and provide necessary navigation information to ensure the safety of the flight.

The Cessna crossed through three layers of increasingly restricted airspace. The first, the Air Defense Identification Zone, is defined by the areas that are within a 30-mile radius of each of the Washington area's three major airports. The second, known as the Flight Restricted Zone, covers a 16-mile area around the Washington Monument.

Once intercepted by the Black Hawk and minutes away from flying over sensitive landmarks in the city, Sheaffer told investigators that he thought he had mistakenly flown over Camp David, another restricted airspace known as Prohibited Area P-40, FAA records show.

The FAA also said that Sheaffer was unaware of intercept procedures and did not know how to respond once he saw the Black Hawk, customs jet and two F-16s. The F-16s flew by several times, both of them dropping flares to get his attention.

The most dangerous breach occurred when Sheaffer crossed into Prohibited Area P-56, no-fly airspace covering the White House and the Naval Observatory. The Cessna passed over that area while being escorted away by the Black Hawk. Compounding the problem, federal authorities had difficulty establishing communication with the Cessna, a security log of the events shows.

The log shows that the Black Hawk was airborne by 11:55 a.m., as the plane kept heading into Washington. Five minutes later, the log says that "fighters are on the target" and that "flares are authorized."

At 12:03 p.m., the White House was put on its highest level of alert. At 12:04, the log shows the missiles were about to be used. No order to shoot down the plane was issued, although officials said it was the closest they have come to calling for the downing of a civilian aircraft.

The log shows that authorities initially planned to divert the plane to Leesburg. But even with the jets and helicopter roaring nearby, the Cessna was "not communicating" at 12:16, the log said. Finally, at 12:22, an entry says, "They are communicating, the fighters will force down at Frederick."

If they had shot the plane down then we would never know why they were flying towards the White House and there would be aspersions of possible terrorist ties, suicidal depression or it was a dangerous political protest. I am glad they lived for their families sake and it sounds as if the student pilot was an innocent participant.
 
If it is the same Hayden Schaffer I found in a pilot database, he is not a flight instructor. That makes some sense, since I find it hard to believe that a working instructor could screw up quite that badly.

Different spelling. I still feel that when P-56 was violated, the shootdown order should have been given. It would be a strong detterent for stupidity. I am honestly in awe that Scheaffer can possibly become a licensed pilot again.
 
Let me guess; as on September 11, 2001, Cheney and co were ushered into their deep underground bunker - and the remainder were told to "run from the building".

I suppose it must be a rude awakening for a great number of people who work at the WH and think they are real elites. :D

Since the official policy is to shoot a plane down in just these circumstances they should have shot it down. We have just shown terrorists how they can make another attack, fly a light plane radio-silent around the edge of the restricted zone until the military decides to treat it like an errant training craft. Then go in and attack.

The radio silence alone should have given them reason to shoot it down.

A little obvious indeed. Have you ever tried to usher 30,000 people into the bomb shelters in one or two of the buildings? The exits of the buildings are numerous and a bomb shelter would have a fraction the number of exits. The "serfs" as you called them, would be stuck in line to the shelter when the plane hits, instead of running to a safer distance.

The simple fact that this government takes affirmative steps to protect and ensure the line of succession really annoys you, doesn't it. You act as if its a crime that all persons in that line are sequestered in secret, secure locations. You act as if you're genuinely disappointed that a group of folks simply can't decapitate the government in one attack.

As far as serfs are concerned, yea, I saw a lot of staffers, functionaries, bureaucats and assorted flunkies hauling hindquarter down the street. I also saw Hillary Clinton, Joe Lieberman, Chuck Shumer, Bill Frist and a number of other Senators and Congressmen of both parties trotting down the same road. Most would consider them as part of the power elite in DC.

The last paragraph of your previous post made absolutely no sense whatsoever. Are you working on English as a second language? Would you care to break it down for folks who inhabit this planet?

This is a somewhat absurd question, as in this case and others I speak of things that are quite open and hardly "secret".

But on the subject of "reality"; any government that repeatedly tells you that you are going to be attacked - and fails to take the obvious steps to prevent it is farthest from reality. Or is lying to you.

You should do some research before you make a claim about those "facilities" (IMO). Billions of dollars? billions of dollars? The Federal Triangle took 4 billion dollars and around five years to build and disrupted the commerce of the city while doing so and that was just one building. I agree that Bush totally mishandled and wasted Billions in Iraq, but what you are suggesting they do in Washington would have displaced tens of thousands of workers and cripple dozens of buisinesses and hinder hundreds of others for years while they rebuild. Just so that they could build a Bat Cave to fit every worker and build new buildings with Bat poles for every worker and politician that they can slide down to the Bat Cave on when there is a threat?
