Gotta be fair; this video pretty much sums up what I've found with my butt ugly, heavy, very accurate (mine) and totally reliable, El Cheapo (mine was 70 bucks NIB; probably won't find one for that now) Hi-point C9. Say what you will, watch the videos and make up your own mind for something you can literally throw in a pick-up, even let it rattle around in the box if you want and be confident it'll come out shooting. Also, be on the look out when at the landfill, you just might find a couple of them in the trash... "decent cheap 9mm plinker and truck gun" was the OP question. There ya go...

Get a used Glock, like a police trade in. A 17 or 19 would serve you well. If you go to one of the Glock proprietary shooting events (like an IDPA match but for Glocks only), there's usually a Glock sponsored armorer there that will update your pistol with all new parts, exchanging the worn ones and doing an overhaul for you...all at no expense. It's a hellofa deal, pretty much a new gun. Rod
 
used Gen 2 Glock 19 or 17 would be the best $350 you could spend. They are better built than current Gen3 and Gen 4 guns. If you can find a Early Gen 3 19 or 17 that would be even better. IMHO
