No photos, fingerprints or reference letters. Just have a valid government issued photo id with current address and proof of having taken the course.

Yeesh. Even California doesn't require a purchase permit. They do require a one time $25 to take a test on firearms safety. On the other hand there is no way in hell of getting a CCW in the metro areas.
Here in Oregon there is no purchase permit and everyone can carry open and loaded with the exception of certain blue cities. A CCW holder can carry open or concealed in most places except courts, Federal buildings and airports.
The "shall issue" carry permit is $65 for admin and background. Not as good as Arizona, Wyoming, Alaska, Vermont but better than California and what I am seeing posted here.
Oh, full auto and suppressors are okay as well.

I actually just got my CPL this morning after about a month and a half wait. It was $40 for my training which is typically $100 but I knew the guy. $105 for the app fee and another 15 for a photo, finger printing included. So it wasn't horably bad but could be alot cheeper. Thats for a 4 year Michigan license

CCL: Next to impossible. You need "Probable Cause and Proof" your life is in danger, and even then its on a case to case basis.
Sportsman License:
$10.00 Filing Fee
$97.50 Fingerprinting/Background Check
Then after 7 or so months you'll get your license. Providing everything comes back clean, after an interview with an investigator, after providing character witnesses to attest to your good well being. And this just gives you a license to purchase and for the range or hunting. You can only carry concealed to and from the range with "Reasonable and Prudent Stops" in either direction.
Oh yes i forgot, the $5.00 per firearm purchase document needed to purchase the firearm.
And its only good for 5 years.

AZ, no license needed. Open carry okay.
I renewed my CCW yesterday for $43. for 5 years. I do it because if you buy guns, you fill in the 4473, BUT they don't have to call the FBI. Also it's nice to have if you travel to states that have reciprocity with AZ.
It's nice to stroll through Walmart or the supermarket with a 1911 on your hip and the soccer moms don't even give you a second look.
