Glad we got ours right after we moved in Aug 2007. I think it took 3-4 weeks for both my wife and I. Lifetime permits. I had already gotten the 4 year license, and renewed that once, don't know if that helped speed the process.

Was surprised my wife agreed to get the permit. She doesn't shoot, but I told her that I'd feel more comfortable in case we left a gun in a car she was driving.
 
When I received my 'Lifetime' permit, it was 3 weeks to the day after I sent it in. This was in July of 2007. My biggest complaint is not the time as I am sure the state is over whelmed right now, but the permit is a lifetime permit and they send it on CHEAP bond paper. Go figure.
Paulus, you IND permit is NOT valid IF you establish residency in another state. It might help speed the process along in another state, but ALWAYS check with local Police/Sheriff.
