Is a human life worth so little that the benefit of the doubt cannot be given? I would think that a THOROUGH investigation of the facts would reveal the truth of the matter. I thought the idea would be to resolve the problem to the satisfaction of ALL parties concerned. To not seek a remedy could result in a VERY bad outcome (for ALL parties concerned).
One last thought... I would hate to be driving around the perimeter of the range after firing my weapons there and have a stray round strike my vehicle injuring me or someone else in my vehicle (maybe a family member) and I was one of the users who was adament about defending the rights of the range owners and totally oblivious to their responsibility to public safety
