"Best" primer seating tool?

Best by far, especially for rifle case priming, and I never miss an opportunity to recommend this tool. Yes a bit expensive at close to $100 with shipping but well worth it.

I have the RCBS bench mounter primer, I also have the Lock Miller and the one sold by Herter, not a problem, both use the Herter type shell holder. Both have shorter handles than the RCBS priming tool. When I have to stand on the handle to seat a primer there is something wrong, It does not take me to look at something when determining there is something wrong.

I believe you are talking about Lochmiller. I have several of their rifle die sets. Good equipment; even back then they came out with hex nut locking rings rather than the ever popular for so long round rings used by many. What ever happened to Lochmiller that they fell by the wayside? Possibly absorbed by another company. Their black colored dies are rather unique.
 
no expert here, but the RCBS hand primer will for certain seat deeper than you described with your Lee. HOWEVER, the RCBS hand primer is a piece of junk. lid comes loose, primers roll over and jam or get crushed, plus some other irritating things.

I have two of the RCBS universal primers. Small primer and big.

They do have an issue with the side feed slot breaking, mine is taped up and I just make sure the tray stays pushed in.

RCBS sent me a replacement when I told them the issue.

Works a wonder, don't have to swap around between the two primer sizes.

Large primer slot is black and the small primer is white.

Seats them plenty deep and never a firing issue
