Nobody on an internet forum can answer that for you. Nor can the guys at the gun store. It'll ultimately come down to you and your preferences.
Reliability is of the utmost importance, and if you have to sacrifice one factor in favor of another, stick with the most reliable gun. Beyond that, the general rule of thumb is to carry the largest, most powerful gun you can handle accurately.
Best !! there is no best, there is only the one your going to be comfortable with, shoot it, shoot it, get to know what it'll do and what it won't do. Carry it every where, every day, use it if you have too, but hope you never will.
During this time of year I sometimes do carry a 3 inch .44 magnum a full lug 629 with unfluted cylinder to be exact. Because of the extra weight and balance it shoots about the same as a four inch standard 629.
I live in a rural area where it is not uncommon to encounter wounded deer and bears this time of year.
In terms of an all around gun for CCW I like a three inch K frame or a sub compact 1911 like the Kimber Compact and the Springfield Ultra Compact.
These guns are small enough to conceal easily and big enough to shoot well.
for a PURE CCW gun with CCW as your primary concern, you can't go wrong with one of the five shot .38/.357 guns with a docked hammer.
If the OP is comfortable with a J-Frame, perhaps a used K-Frame .38 in a 2-3" barrel?
You get an extra round in capacity, along with lower recoil. It'll be more accurate, since you can get all three fingers on the frame. There are lots of used Model 15's and 64's, as well as the Magnum counterparts, which also give you the option of upgrading at a later time.
