Precisely. Gore voted with the NRA when his constituency demanded that he do so. When, as VP, the administration thought the media had done a sufficient job of misinforming the public, Clinton/Gore went after the 2nd again. But they overreached, and got their hands slapped in '94. Gore may be betting that his proposals in this campaign are not overreaching; the election will determine that question.
If we look at the committed, though, we see that HCI has 400,000 members and the NRA 3.6 million. We can probably assume that that ratio is relevant out to maybe a factor of two or three in terms of the intensely committed. The rest of the public is either in between the camps or just doesn't care.
We've all seen how easy it is to get the uninformed-but-open-to-discussion folks to embrace at least most of our positions. Without a platform in the media, though, we are dealt a losing hand.
