We got the 40 cuzz the FBI went 10mm Light (coulda gone 45, but woulda been hard to sell the admin guys on buying guns in a caliber the military just dropped; this was the late 80s) and somebody noticed you could get that performance level w a shorter case, and put that shorter case in smaller, higher capacity gun than the 10mm Light or 45.
Advantages over the 9mm? If you want a high energy round (over 400 ft lbs) and good penetration in the FBI test series the 40 is the way to go (beats all the 9s every time).
The 40/357 seem to be stopping just as well as the Magnum and 45 ever did, and better than the +P 9s.
