Why Does Ruger Still Offer a .38 Special SP101?

To get back on track here, Ruger only offers the .38 Special SP101 in 2.25" barrel, SA/DA. Anything else must be a distributor exclusive or something discontinued.

The legislature approved a bill that requires all handguns pass a drop test. You have to provide 3 guns, pay a fee of $50,000 and then pay an annual fee to keep the approved gun on the 'safe' list.
Single action revolvers are specifically exempt from this requirement. Law Enforcement agencies are exempt as well. This requirement applies to all handguns. Ruger just thought it was too expensive to submit too many models for 'testing'.
 
The .38Spl SP's and GP's are for export to countries that won't allow the .357Mag. Other than the chamber, they are identical. The .38's can easily be rechambered to .357's.
