If I call the police, I expect them to come.
I'm prepared to take care of matters if they do not arrive in time.
I also own several fire extingushers.
I seem to recall several news items over the years where 911 operators and their departments were taken to court because they mismanaged calls. Not sure the Warren decision protects departments universally from suits when there is misconduct, negligence or the LEO comes and totally goobers up the call in a way than falls back on the department.
I'm also pretty sure the Warren decision would not protect a department if it was shown statistically they denied "service" to an ethnic area or showed a pattern of selective enforcement as that might be some sort of civil rights violation.
