Which handgun manufacturers test fire before shipping?

It's worse than that. Do not bring your handguns into the state. I repeat do not bring them with you. If you do you will almost certainly face criminal charges.

New York State currently has no reciprocal agreements with any other states and does not recognize any other state's licenses. It would be unlawful for an individual to move to New York State and possess handguns in the state without first being licensed by the county in which the individual will reside.

There are two options for individuals already in possession of handguns in their home state.

They must either leave the weapons in the possession of an individual in their home state who may lawfully possess them until such time as the owner can legally possess them in New York State, or
They may leave them in the possession of a licensed gun dealer in their home state who would be willing to hold them until that individual can lawfully possess them in New York State.
In either case, the weapons can only be lawfully brought into New York State via a licensed dealer in the home state shipping them to a licensed dealer in New York State from whom the owner may take possession.

Weapons personally brought into New York by the owner would result in forfeiture of the weapon and possible criminal charges brought against the owner."


You have to be a NY resident for 6 months before you can apply for a permit. When you apply you will need to have three character witnesses that live in your county of residence that you are not related to that you have know for at least 6 months.Then the process can take up to a year depending on what county you live in and how gun friendly they are. They might deny you. NY is a may issue state. The ultimate decision is made by the judge in your county. Best case in a gun friendly county (mostly upstate) is about 2 months. You're looking at having them stored for at least 8 months. Then your out of state FFL will need to ship them to a NY FFL and they will go through the same process as if you bought a used gun from out of state. You might be able to find a NY FFL that will give you a discount on doing the paperwork but don't be surprised if you need to pay the regular $30 - $50 fee for each one. The NY FFL will have to ship them each to Albany for ballistic fingerprinting at about $30 each. Then you can take possession of them. Figure best case is you'll be without them for about a year and with storage costs, transfer fees, and ballistic fingerprinting each will run you about $60 to get plus storage fees. Magazines with more than a 10 round capacity must be made before September 13, 1994.

Yes, NYS is a complete nightmare. It is by far the least free state.

I was born and raised in upstate NY. I moved 7 years ago and will never return.

In response to the original question. I would be surprised to find a single major manufacturer that doesn't include spent casings.

Certain states such as NY require "ballistic fingerprints" .That means the gun must be fired and you get a case and the state does also as I understand.

What are they able to tell from said case? Change the firing pin and shooting the pistol would wear any slight burr and change what the case would look like down the road.
Just more asinine laws that are useless. Now I could see if the state received a "test bullet" for matching reference in the future but the case:confused:

Wilson Combat test fires for accuracy, at least for their "Super Grade" guns, and they come with a very well documented test target (5 shot group).
Les Baer does at least for his 1.5"@50 yard guarantee guns, and maybe all of them, but it is not documented.
Nighthawk does, but I don't know if a test target comes with all of their guns, and how well it is documented.
 
Now, if they would just start including 100 spent casings, we'd really be getting somewhere! My new Springfield had definitely been shot at the factory.
