Well, let's see, you've got a good rifle, good scope, good rings, and good mount. so if the ring screws and action screws are tight, then:
1. Check the muzzle crown for obvious nicks/damage/burrs.
2. Probably there will not be. Which means that this is most likely an ammo issue. Good rifles shoot crappy ammo better than mediocre rifles shoot same crappy ammo - but they still don't shoot it WELL
So try 1 or 2 more types of factory fodder, and/or handroll some customized ammo.
I'd say 90%+ chance this is ammo, but 10% chance of "other" - that the scope is just broken or the muzzle crown nicked. I suppose there's a slight chance that it's your hold (the loose nut behind the trigger guard), but I doubt it. Are you doing everything consistently? Same "tightness" of hold with each shot?
Also, slight slight chance that it's a stock bedding problem - probably wouldn't account for that much error in a modern-fit rifle, but could possibly. If other ammo doesn't work, glass bed the action.
If all that fails, maybe crooked chamber? (i.e. bad rifle?)
Oh, if you start suspecting that it might be the scope, then either throw the scope on a .22 with a KNOWN accuracy level, or throw a different scope on this rifle (comparing apples to apples - same ammo with two scopes).
Oh, and there's the slightest chance that it's parallax error - are you centering your head in the exit pupil the same each shot?
That's all I can think of. Well, copper fouling too. I should revamp this whole post. Any chance that's it's gone more than 250 rounds without a thorough copper removal cleaning? Nope; nevermind - you said brand new.
