You are correct about the class being required and the permit fee being a bit pricey. For those reasons, I know a number of Missourians who have opted to obtain non-resident permits through Utah and Florida, so I'm guessing that there are a lot more permitees than what the state's number may indicate.
I know in the CCW class I attended, probably 1/3 of the class were getting Utah or Florida non-resident permits because of the cheaper permit fee.
Concerning the OP's stats for # of people carrying in a "average" place. You have to leave off the sporting events (with over 5000 attendees) because those places are prohibited carry locations under Missouri's law.
