$500 dollar budget..hmmm..
Get you a Glock 17, you can find a very nice used one for $350. That leaves $150 left...Then save 50 bucks more and get a Ciener .22 conversion kit for it so you can practice with .22's all you want.
Shoot the .22's until you are proficient and then move up to the 9mm. The good thing is that you won't have to transition to a new weapons system, as you would with a buckmark or Ruger .22. You will already be familiar with the feel and handling characteristics of your G17. All you are doing is using a different mag and top half.
The good thing about the G17 is that high cap mags are still readily obtainable. You can consider buying one...even at $100 bucks a pop a lifetime investment as Glock will replace defective high caps with new ones. (unless you live somewhere they are restricted from sending you a new one.)
