What constitutes proof of residence?

"In Virginia I can accept your orders to a base in Virginia as your proof of residence. At least, that's how I interpret the Virginia and ATF instruction."

Yep. We accepted orders when I was working at Blue Ridge Arsenal back in the mid 1990s.

I moved recently and bought a firearm the other day. my DL and CCW don't have my current address on them.
So I spent $5 at the gun store and bought a 1 day range pass for any of the ODNR ranges with my NEW address, which is a gov't issued pass, they printed it out, and I handed it right back to them as proof.
So my DL/CCW was my photo / birth date, and the pass was my current address proof.
Yea, $5 is $5, and that stinks, but it was cheaper, especially in time, than making a trip home.
Maybe see if your state offers something like that?
