What 22lr pistol with a top rail?

Well a fella could drop by the websites of the various manufacturers. If I remember right it's hard to find one that does not offer rail mounting as an option.

Either the Browning Buckmark or the Ruger semi would be a good choice. The Browning is somewhat more accurate in general but the Ruger is a little more robust in design. If you're just carrying it for plinking, I'd go with the Ruger. If you want to shoot groups with it, the Browning would be the better choice. When IHMSA was in its heyday, the Browning ruled for long range accuracy. I've owned both and either would be a good choice.
 
My S&W 22A has been flawless. It had adjustable sights and a weaver rail standard.

As others have posted, Ruger MKIII's come with included rails, and are pre-drilled and tapped. Here's one very heavy example. (Heavy doesn't matter much when your shooting from a rest.) It'll hit a fly in the eye at 25 yards.
I don't know if you know this or not but you can use one of the plug screws from the scope base holes to fill the front sight hole. Thought it was worth mentioning.
 
I was deciding between the Ruger MkIII and the Buckmark. The Ruger had the rail included in the box, the Buckmark did not, I'd have had to order one from Browning.
As others have posted, Ruger MKIII's come with included rails, and are pre-drilled and tapped.

It depends on the models you are comparing.
Some of the Rugers do not come with the rail.
Some of the Brownings don't use a standard Buckmark top strap, but only have a Weaver-style rail.

This thread is comparing apples, to oranges, to peaches, to pineapples, to pumpkins.
