Why would anyone get nervous with Officers hanging around?
Because...Many officers tend to interpret the law in different ways.
Officers hanging around do not bother me. If they seam to be trying to intimidate people the best way I have found to counteract that is to not act intimidated and strike up a conversation with them, normally they will relax and so will everyone else. You run into jerks in any profession. But generally law enforcement, even the alphabet ones, are just regular people and if you are friendly they are also. If you really want to "disarm" them walk up and thank them for their service to the community. I know when I was in my military uniform and people would go out of their way to thank me for my service I was thankful, humbled, and embarrassed. I would have had to make a real effort to act like a jerk after that.
This is not to disparage LEO's, . . . but rather to defend them for some of the things they have to do.
One thing we always have to be careful of with LEO's is to always be 100% truthful.
Avoid bragging, . . . talking up an incident or a weapon or anything else you do not want investigated.
All LEO's are on duty 24/7 as far as the public perception of "what did he know and when did he know it???" And,............. I've known at least one who plays word games in an attempt to lead someone to cross over the line in the conversation, . . . therefore, . . . in a word, . . . be careful.
The future you save, . . . may be yours.

In a technical sense, this could be said of any sworn position.
One of the first things that smart cops figure out, is 'To hell with that 24/7 nonsense.' You're going to have to do something major/dangerous/felonious/stupid to get me in the middle of you, when I'm off duty.

Yeah, I can imagine you wouldn't have much of a life if you took the 24/7 thing to the extreme. Most normal people need their down time from whatever they do professionally.
