According to the man ;) In Washington and some areas of northern California personal CHP data can be cross referenced for the Officer.

He recomends handing the MAN your permit in any case.

Can be cross referenced is the key here. This info is available, but it is in a separate database. I have never heard an officer request CPL info during routine traffic stops. I would still be likely to inform the officer anyways.
