On shooting a pan, with the shotgun you should try 00 or 000 buck or some kind of smaller shot like #8. More than likely that's what someone will have loaded in their shotgun for a better chance at hitting the target.

Another silencer to try would be a two liter bottle cut in half, then wrap as much steel wool around a pipe with holes drilled into it. Wrap it back together with duct tape, attach pipe to barrel and give it a try. It will probably be more quiet then the oil filter.

How to empty the gas tank of an old car without risking a fire.
From your video, it's obvious I can just shoot a hole in the tank.
 
Even if you had shot with the tip of the barrel in the water, it wouldn't have helped.
Water really amplifies sound.
Remember those old Jacques Cousteau shows where they used a shotgun as an signal gun to recall the divers?
 
How about all those old war movies where a trusty Zippo stops a rifle bullet.
Or western movies where the sheriffs badge or a whiskey flask stops a .44.
Magic.
That's the kind of protection I want. :)
