These kind of stories are great. If you try to backtrack it and the VA says it didn't happen, then they are covering up. If there is no record of the citations, they are trying to cover it up. If the guy doesn't sue, it was because no lawyer would take the case and he didn't want to go pro se.
In the article, the VA cop isn't just a jack booted thug, he's also a thief (the implication of the author knowing his nice knife won't be destroyed). Yet, he's also professional and a nice guy who uncuffed the author early. Sounds like something got disjointed in the redrafting of the short story.
