If you don't know anything about rifles you won't be shooting much beyond 100 anyways. An SKS can handle deer at 100 yards if you do your part. If not it doesn't matter how accurate the rifle is.

If you are on a budget look at milsurp. Best deals are in milsurp for sure. I would highly recommend getting a soft recoil pad for most of them though. Maybe a slip on. They are not as light as most modern sporting rifles either. You can get sporting stocks that help a lot, but the generally longer barrel is harder to remedy.

"30-30 has taken more deer than anyother Caliber in the country." In the last 130 years? Yes. In the last 50? Maybe. In the last 20? I seriously doubt it.

The following rifles will get the job done at ranges a new rifle shooter can likely take and beyond:

Steyr M95 Straight pull bolt and it is only $100!

Chinese SKS
Although Russian is probably more accurate I would hate to carry a surplus TULA gun in the woods.

K31 - Cracked stock Awesome rifle, but you can only get the cracked stock ones from dealers now. If you can find one on secondary market in your price range i recommend you buy it.

M1916 Mauser SOme people say these can't handle the 308 loads. i have yet to see any examples of this and I have seen math from a few sources that lead me to believe it is safe. Not what to get if you are timid though.

M96 Swedish Mauser barreled action 6.5x55, which is an awesome round. Barreled action so you can buy a sporting stock and scope it without worrying much about ruining history.

Pretty sure he has either figured it out by now, or depending on where things fall with the law of averages may not even have a father in law any more to hunt with.

You could also buy a Weatherby Vanguard S2 for under $450 (mine was listed for $450, but I got them down to $425). The build quality is great, it has a three position safety and a two stage trigger that breaks clean at three pounds (unchanged from the factory, mine breaks at 2.75 pounds). Mine shoots 9/16" with ammo it likes.

Other good rifles for under $500 include:
TC Venture - they have a one MOA guarantee and the reviews have generally been good; on special now for $439 at Cabelas
Weatherby Vanguard - this is the old model sans the two stage trigger and three position safety, but they are often priced around $350
Ruger American - this has been getting good reviews, but supposedly the stock is marginal
Remington 700 ADL - this is the old blind magazine entry 700, but my 1997 ADL in 30-06 shot just over an inch (and that was probably my fault); beware Big Green's quality

Almost comical at this point.

Not that anyone will actually read this, but if you do a quick search on his user name, you will see the original poster bought a .270 Rem 700 way back in 2008.

He also hasn't posted on the board since 2009.

But keep posting advice, I am sure he will develop time travel at some point and go back and buy that Chinese SKS from JG Sales.

Well, actually he would have to travel forward to get it, because those Sino-Soviet SKS just showed up on the market in the last couple weeks.

So travel back in time to talk himself out of buying the Remington, then bring his 2008 self forward to buy the SKS, then go back and drop off his 2008 self and SKS so he can go hunt with his father in law in 2007.

Sounds easy enough......:D

Cheapest aint always best but do understand there is a bottom to the pit. That is something that govt dont understand.

Id suggest a Tikka 300 WSM.
 
Clearly the only suitable gun is a semi auto M2HB.

Just make sure you check your local hunting regs, depending on the state law, you may be limited to 5 rounds in the belt.
