US plan to cut overseas forces

"I believe that within ten years of our complete pullout of europe the Germans and French will start fighting with each other again. The reason Western Europe has had peace for the last 50 years is because we were there in force. Once we leave they will go back to the old ways."

First they'd have to find the money to build a military, from budgets already stretched to the breaking point by their socialist welfare programs.
 
Europa is slowly building an army of it's own, and this was actually largely a Franco-German effort to begin with. That is one of the reasons we are pulling some troops out.
