Chopping the lug isn't precision work. Seriously. Blade or otherwise. You don't need to go to a big-name house like C&S.
If you use a regular local machinist you'll need to be there the whole time as without a gunsmithing version of an FFL he can't take possession of the thing (and you can't ship it to him). But that's not a huge problem. With the cylinder completely removed (as is simple on a Ruger) there won't be any safety issues even if the machinist isn't a hardcore gun guy.
Hrm...technically you COULD take the barrel off and ship that but I seriously don't recommend it. Esp. not on a stainless gun. When I pulled the barrel on my NewVaq357 it was an amazing pain in the keister and that was on a blued steel piece - stainless is much worse and the threads may not survive so...no. Don't go there.
