The practicality of the militia

What I hear there is - if the government imposes a long sequence of abuses and usurpations (illegal seizure of power) showing clearly a plan to reduce the people to living under absolute Depostism, then it is the duty of the people to remove that government and appoint another.

That's different than saying - it is the duty of people to organize a militia.

Well unless I missed something it took a militia to do it the first time.

That's true, I was really talking more about the first part of the sentence (when it is necessary), rather than what to do if it is.

I am not always clear enough in how I communicate here - what I mean is, you cannot take the conditional statement:
if (x) then y
and equate it with the assertion:
y!
