Were talking about snub nosed revolvers. Snub nosed revolvers are NOT made to be accurate.

The accuracy of snub nosed revolvers is relative to the proficiency of the person pulling the trigger. For the most part, if we are talking firearms from reputable manufacturers, the guns themselves are inherently accurate.
 
Snub Accuracy?

Pretty much any well made snub nosed revolver can be very accurate at distance, given a talented shooter and/or enough practice.

Again the snub nosed revolver is not made for accuracy at distances. The snubby is made for and works best at close distances in do or die situations. For a time snub nosed revolvers were called belly guns. The tactic was to pull a hidden gun, stick it in your opponents belly and pull the trigger.

Getting back to the OP's question, in a up close fight the snubby is IMO and IME the best tool available. A shrouded, covered or internal hammer only add's to the abilities of the snubby. Like the ability to shoot through clothing, a purse, or container without fear of the hammer becoming entangled in fabrics or debris.
