It doesn't sound like a gun, but in some neighborhoods even a repeated handclap could arouse curiosity or complaint. (A real silencer can be made - Maxim did it - but they are very expensive.)
I think the difference between silencers, suppressors and sound moderators comes from the ammunition used. Basic construction of all three is the same. Effectiviness can vary because of size, weight and internal design.
A device is a silencer, when the projectile flies at subsonic speed. Then there is no flight noise. Firing pin, action (self-loading) and hit noises are left.
A good 22 silencer should be able to handle all 22 rounds, except shot.
The only drawback I have experienced is weight when shooting with one hand.
