Sounds to me like his problem is OLL! Has little to nothing to do with how he's sizing his cases. So how did he figure what OLL would fit in his rifle? The case in partial sizing is full length sized but the die is adjusted to allow the fired case to fit the chamber it was fired in. a cleaning rod, a bullet and a pencil is all that's needed..
BTW, partial sizeing and neck sizing are two different things. In partial sizing the whole case will get re-sized with the shoulder being pushed back far enough to allow the bolt to close on the case in the chamber. Neck sizing can be done with a FL sizing die by adjustment of the die. Has to be set so the neck is sized but the shoulder left un-touched. Partial sizing is often referred to as bumping the neck. I use partial sizing but no sure either term is right. In either, the fired case will fit back in the chamber it was fired in but may not fit in another chamber. A FL die used the way the instruction's say returns the case to SAMMI spec's and the case will work in any chamber for that cartridge.
