There is nothing that fits your criteria, unless you find a "P17" enfield that's been sporterized so that it's value has dropped from $700 to $300.

Nothing else fits the budget and "full-power" and ammo at the gas station, let alone with a magazine holding a lot of rounds (which you don't need).

.30-30 is dirt cheap compared to others; what are you talking about?

And what difference does it make if it's heavy, if you're driving around and just popping out of the car to shoot? The BAR is perfect for what you describe and you already have it.
 
Agree with others, you probably can't satisfy all 8 of your 8 criteria unless it's a gift or its stolen.

(And according to some law makers, 5 is high capacity...go figure)
 
I suggest pawn shops, estate sales, garage sales, classifieds, some opportunity to pick up a bargain being at the right place at the right time.
