FUD, the state waiting period is 72 business hours. If you buy the gun on Saturday, you pick it up on Thursday. It's five days but only three business days.

It sounds like the clerk made a mistake. But try to keep in mind that he faces criminal prosecution if an undercover ATF agent can get him to make a straw sale. His attitude was probably better safe than sorry. He misinterpreted a situation and lost a sale but he was playing CYA. There aren't too many other retail jobs that land prison sentences if you screw up.
 
TBeck, He didn't lose the sale in our case -- my cousin filled out the paperwork and bought the gun the following week. However, in her case and the couple of handgun purchases that I made in Florida before getting my CWL, we were told EACH time that the wait was FIVE business days -- meaning, if you fill out the papers on Monday, you get the gun on the following Monday assuming there are no holidays or it would then be on Tuesday. This happened in 4 different gun shops -- two in Broward county and two in Dade county. All four places required a five business day waiting period. Ok here is a question.

What if you give someone money (at time of purchase), to buy said gun for themselves?

Next time you go into those shops ask the manager what the basis for the five day wait is. Tne statute in 790 is a three day wait. The Brady Act mandated a five day wait but Florida was exempted because we already had an instant background check and a waiting period. In 1998 a state constitutional amenment was passed allowing municipalities to require background checks for all private sales in public venues but that wouldn't apply to an FFL sale.

As long as the person who intends to take possession of the weapon is filling out the 4473 there isn't a legal problem if somebody else pays for the gun. A cautious dealer might suspect a straw man sale, though, and refuse to complete the sale. Best if you simply give the person who wants to buy the gun the money before you enter the store. As already mentioned, a gift certificate is also a great method of giving another person the opportunity to buy themselves a gun.
