Still Looking for a .223 Bolt

Lots of good choices

Remington puts out a lot of heavy varmint rifles. There is one with a triangular barrel and muzzle brake that has 1:9 trist. I have a Hawkeye Ruger 77 with 1:9 and I can tell you with the right loads it will do under an inch at 130 yards. I believe Ruger now has a medium weight varmint barreled 77 that's not a scout. You have to decide if the detachable mags are important to you. I would suggest a more traditional all stainless gun with the laminate stock. Look at the Ruger Predator series in their Catalog.

It’s a 1 in 8 twist with a 10 round mag, so it meets your criteria there. I like iron sights on rifles personally. I know scopes do most things better, but sometimes I just like to shoot irons. Especially peep sights. The LOP adjustment might come in handy.

I have the .308 version, not the .223 version. I don’t know exactly how accurate mine is. I haven’t really tried to get max accuracy from it, but I can get inch-ish groups (never really measured) with Power Points.
 
They make the Ruger Precision Rifle in .223.

I was going to suggest this one. It has the accessories and ergonomics of the AR. Which I assume from the 10 round requirement is where the OP is coming from. It has all the Rambolishous features in a bolt. Sniper, tactical, long range , fast twist, all the cool stuff without any of those varmint hunting inconveniences or unappreciated high level of accuracy found in a 527.
