My thoughts...

The Phoenix is surprisingly inexpensive for what it is...really not that much of a premium over the standard. Given the level of polishing needed, I suspect that they'll end up getting better QC than most, simply because human eyes at the Ruger shop have looked at it more.

Now...that said, Ruger QC is back up to a high water mark, after taking a tip during and a bit after the "Great Obama Gun Rush" early in Obama's reign. I would look for a newly produced specimen of any Ruger and odds are it'll be great.

The Wiley is cool for one specific reason: if you're a major sights tinkerer like I am, that gun is damned easy to mod to whatever sight setup you want...including, if desired, a picatinny rail, or modify one of the PPC-type old-school rails. The stock adjustable-sight GP100 isn't bad but the Clapp is something else :).

I'd own another GP100 if the the Clapp had a 5" Barrel... I'd be in Revolver heaven. I have nicer revolvers but I always gravitate back to my GPs for some reason.

I too would save the money and buy the standard GP100 with hoques. You can alway improve the looks later.
I am going to give you some advice. Whichever one you decide on check the revolver completely. Ruger is hit and miss on there quality control. I bought a new GP100 that looked good. After I took it to the range it would lockup firing rounds. It would fire three rounds it would lockup on the fourth. I had to pull the trigger again and play with the cylinder to get the revolver to fire.
The action on the revolver was poor. After trips to Ruger and a gunsmith the action still would hangup or lockup on a round once in a while. I finally sold it. So check the action out completely before buying one. You might get a good one but Ruger does have runs of poor quality control sometimes. This applies to just about all Rugers revolvers.
Good luck,
Howard
